India-EU summit: Narendra Modi says partnership important for ‘economic restoration’ post COVID-19

Addressing the 15th India-EU summit, Modi said there is a need for more cooperation among democratic nations to deal with economic problems.

Stating that India and the European Union are “natural partners”, Prime Minister Narendra Modi on Wednesday said that the India-EU partnership can play an important role in “economic reconstruction” as new problems have emerged globally after the COVID-19 pandemic.

Addressing the 15th India-EU summit, he said there is a need for more cooperation among democratic nations to deal with economic problems.

“After COVID-19, new economic problems emerged globally. For this, we feel the need for more cooperation among democratic nations. Today, both the health and prosperity of our citizens are facing challenges. There are different types of pressures on the rules-based international order. Thus, the India-EU partnership can play an important role in economic reconstruction, and in building human-centric globalisation,” he said.

Apart from the current challenges, Modi said that long-term challenges like climate change are also a priority for both India and the EU.

“In our efforts to increase the use of renewable energy in India, we invite investment and technology from Europe. I hope that through this virtual summit, our relations will gain momentum,” he said.

Terming India and the European Union “natural partners,” Modi called for creating an action-oriented agenda to foster the partnership and said he is committed to making relations “deep and comprehensive”.

“Due to COVID-19, we had to postpone India-EU summit. It is good that we are able to come together today through a virtual medium. Like you, I am also committed to making our relations deep and comprehensive,” the prime minister said.

“For this, we must adopt a long-term strategic perspective. Along with this, an action-oriented agenda should be created, which can be implemented within the stipulated time frame. India and the EU are natural partners. Our partnership is also useful for peace and stability in the world. This reality has become even more evident in today’s global situation,” he added.

Modi also said that India and EU both share universal values like democracy, pluralism, inclusivity, respect for international institutions, multilateralism, freedom and transparency.

The EU is represented at the summit by European Council President Charles Michel and European Commission President Ursula von der Leyen.

The summit was scheduled to happen earlier this year but was postponed due to coronavirus pandemic and is being held virtually.

The topics of trade and investments were likely to be on the agenda for Wednesday’s summit, reports said.

Further, The Indian Express reported, “The two sides will also announce a new maritime security dialogue, since the EU has been quite active in the Indian Ocean region and had displayed considerable amount of skill and capacity while combating piracy in the western Indian Ocean region. Sources said the two sides will decide to push for stronger defence and security cooperation, and one of them will be to launch negotiations for a pact between CBI and Europol.”

Apple has decided to get rid of terms with racial overtones like master branch or blacklist. The Cupertino-based tech giant is working to replace non-inclusive language across its developer ecosystem. Such words will be removed from Xcode, platform APIs, documentation and open source projects.

Describing the changes on its developer website, the company said, “These changes began on 22 June with the beta software and developer documentation released at WWDC20 moving to terms such as allow list and deny list, and main as the default SCM branch in Xcode 12.”

The efforts to banish racial words from technical language has been going on for years, but it gained momentum in the wake of the death of 46-year-old George Floyd in Minnesota in May by police.

Apple says it will be using ‘deny list’ in place of blacklist, ‘allow list’ for whitelist, and ‘main branch’ for master branch.

Apple first rolled out changes with initial iOS 14, iPadOS 14, macOS Big Sur, watchOS 7, and tvOS 14 beta software. It reported that the updated terminology has been added to the Apple Style Guide.

Apple is not the only tech company that is replacing racial words. Twitter, Microsoft, JPMorgan have been working since January to remove commonplace programming language like master and slave.

Repositioning global supply chains out of China will not be easy; Beijing will enjoy an advantage even post-coronavirus

China has been the factory of the world for 30 long years, with its determined economic growth and stability. Due to the coronavirus pandemic, anti-Chinese rhetoric has been fomented in a number countries and some — like the US and Japan — are vehemently trying to relocate their supply chains elsewhere. Japan has even set up a fund of $2.2 billion to encourage companies to move out of China. Meanwhile, the US had proposed setting up an ‘Economic Prosperity Network’ (EPN) to partner such countries as Japan, India, South Korea, Vietnam, Australia and New Zealand, in ordrt to work on similar standards, digital business, technology, energy, infrastructure, research and development, education and commerce.

Aspiring to find an alternative to Beijing, however, may not be as effective as some might claim.

The US-China trade war of 2018 had also made matters tense between the two economic giants; the use of tariffs as a weapon had created a snag in the movement of the global economy, resulting in a negative impact on many aspects of global supply chains.

Here are some of the factors that give China an upper hand; these factors will give Beijing an advantage even in the post-pandemic period.

Labour law flexibility

China, like other economically ambitious nations, had set the “flexible hours” system in place. Through this, it gave a free hand to employers where they could designate employees not to stick to the standard eight-hour day. It also permitted employers to not pay for most of the overtime. The only thing that makes employers eligible to practice this system is to have this system stated on the contract. However the system does not allow employers to abuse the employee — there are several legal mechanisms in order to restrict such practices.

Having such flexibility within its labour laws gives China an advantage as it allows employers to obtain high volumes of production and profit margins. Due to this system, China is a favoured and key link for most global supply chains.

China’s foreign relations

Sino-ASEAN relations: With relations between China and South East Asian nations becoming stronger overall, ASEAN may not be able to afford the same space to non-Chinese foreign global supply chains as in the past. Ever since the US-China trade war, there has been huge competition in ASEAN as the world’s two largest economies seek to relocate their business interests. Major Chinese investments have been made in significant sectors of ASEAN countries, further cementing Beijing’s relations with the region. With an average GDP growth rate of 5.2 percent in 2019, ASEAN countries have been witnessing an uptick in economic development and are now in need of extensive FDI to sustain the impact of the pandemic. The Belt and Road Initiative (BRI) also plays a vital role in establishing the Chinese stronghold over the region.

Sino-Africa relations: Many African countries are members of the BRI and have been seeing the benefits. Very recently, China had provided a relaxation in terms of loans provided to Africa. Beijing is also offering debt relief to African countries on two bases: First, the country should have been reducing or setting aside debt relief for African countries evaluated by the UN, IMF and OECD and second, write-offs for loans only apply to interest-free loans. Chinese capital flows into the continent with a lack of political strings making it compatible with non-democratic African regimes and various other regimes. Eastern African countries like Ethiopia, Tanzania, Rwanda, Kenya and more are already part of the BRI, giving enough of an edge to China on the continent.

Considering China’s relations with ASEAN and Africa, Beijing could, in fact, leave little space for foreign supply chains to establish their businesses.

China plays saviour

China has essayed the role of a saviour for these nations during the global pandemic, providing PPE and various other equipment to countries that were suffering. Beijing has smartly constructed the image of being a helping hand — a major factor in the strengthening of China’s ties with a number of countries. As China ramps up its international assistance, irrespective of the quality of its masks and PPE, the Middle Kingdom is able to build the image of a responsible power.

China’s political economy

China’s unique regime allows it to have a political economy that in turn allows it to have the sort of planned economy where the State becomes the deciding factor for the allocation of resources, even though most of the players are private. Unlike other countries where the regimes complicate the decision-making process, China has been able to proceed at a relatively higher speed in terms of commercial operations.

It has in fact been able to create monopolies in many sectors by offering business friendly laws, allowing foreign corporations to partner with the local ones etc. The political economy — based on a highly growth-oriented structure — also provides space for intensive manufacturing for foreign corporations, which is congruent with China’s role of an export-oriented economy.

India tells China to follow all mutually agreed protocols along LAC in 4th round of military-level talks

New Delhi: The Indian military conveyed a “very clear” message to the Chinese army during a nearly 15-hour-long talks that status quo ante must be restored in eastern Ladakh and it will have to follow all mutually agreed protocols for border management to bring back peace and tranquillity along the Line of Actual Control, government sources said on Wednesday.

During the course of the intense and complex negotiations between senior commanders of the two armies that ended at 2 am on Wednesday, the Indian delegation also apprised the Chinese PLA about the “red lines” and conveyed that the onus was largely on China to improve the overall situation in the region, the sources said.

The two sides agreed on certain modalities for rolling out the next phase of disengagement and are expected to get in touch with each other after discussing agreed points with the higher authorities of both sides, the sources said.

The fourth round of Lt General-level talks began around 11 am on Tuesday at a designated meeting point in Chushul on the Indian side of the LAC, they said. There was no official word on the outcome of the talks.

The Indian delegation was led by Lt Gen Harinder Singh, the Commander of the Leh-based 14 Corps, while the Chinese side was headed by Major General Liu Lin, Commander of the South Xinjiang military region.

Army Chief Gen MM Naravane was apprised about the details of the negotiations following which he held discussions with senior military officers. He is scheduled to hold another meeting with a number of senior military officers later in the day.

Tuesday’s discussions were the longest negotiations between the two armies after the tense standoff that began on 5 May. The third round of Lt General-level talks on 30 June lasted 12 hours. During this round, both sides agreed on an “expeditious, phased and step wise” de-escalation as a “priority” to end the standoff.

The sources said the main focus of the latest round was on finalising a framework for a “time-bound and verifiable” disengagement process from all the friction points like Pangong Tso and Depsang and pulling back large numbers of troops and weapons from rear bases along the LAC as part of modalities for further de-esalation.

“It was clearly conveyed to China that it must follow all the relevant provisions of agreements and protocols that govern management of the border by both the sides,” they said.

The Indian side insisted on “total restoration” of status quo ante in all areas of eastern Ladakh prior to 5 May when the standoff began following a clash between the troops of the two countries in Pangong Tso, they said.

The Indian delegation also conveyed concerns over China’s “new claim lines” in the region, and insisted that Beijing must adhere to earlier framework on carrying out patrolling in the areas, the sources said.

The talks took place days after implementation of the first phase of the disengagement process from the friction points.

China’s People’s Liberation Army (PLA) has already completed pulling back troops from Gogra, Hot Springs and Galwan Valley and significantly thinned down its presence in the ridgeline of Finger Four in the Pangong Tso area in the last one week as demanded by India.

In line with a mutually agreed decision, the two sides created a minimum buffer zone of three kilometres in most of the friction points where they were locked in a standoff.

The formal process of disengagement of troops began on June 6, a day after a nearly two-hour telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on ways to bring down tension in the area.

The first round of the Lt General talks was held on June 6 during which both sides finalised an agreement to disengage gradually from all the standoff points beginning with Galwan Valley.

However, the situation deteriorated following the Galwan Valley clashes on 15 June as the two sides significantly bolstered their deployments in most areas along the LAC. The second round of talks took place on 22 June.

The Indian and Chinese armies were locked in a bitter standoff in multiple locations in eastern Ladakh for over eight weeks since 5 May.

The tension escalated manifold after the violent clashes in Galwan Valley in which 20 Indian Army personnel were killed. The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side was 35.

Following the Galwan Valley incident, the government has given the armed forces “full freedom” to give a “befitting” response to any Chinese misadventure along the LAC.

The Army has sent thousands of additional troops to forward locations along the border following the deadly clashes. The IAF has also moved air defence systems as well as a sizable number of its frontline combat jets and attack helicopters to several key air bases.

The report also revealed that TikTok received a total of 302 requests from India and the platform complied with 90 per cent of the requests. With 100 requests, the US came second to India in terms of number of requests.

TikTok said it did not receive any takedown requests or user information requests from China. “We do not and have not removed any content at the request of the Chinese government, and would not do so if asked,” a TikTok spokesperson was quoted as saying by GadgetClock.

Earlier last month, the Narendra Modi-led government had imposed ban on 59 Chinese applications, in the wake of bitter standoff along LAC. A day after, TikTok India issued a statement and asserted that the app continues to comply with all data privacy and security requirements under Indian law.

India’s economy will shrink by 3.2 percent in the current fiscal, the World Bank said on Monday as it joined a chorus of international agencies that are forecasting a contraction in growth rate due to the coronavirus lockdown

The Washington-based multilateral lender said that the COVID-19 pandemic and the multi-phased lockdown imposed to curb its spread has resulted in a devastating blow to the Indian economy.

In its latest edition of the Global Economic Prospect, the World Bank downgraded its projection of India by a massive negative nine per cent.

However, the Indian economy is expected to bounce back in 2021, the World Bank said.

“In India, growth is estimated to have slowed to 4.2 percent in the fiscal year 2019/20 (the year ending in March-2020) and output is projected to contract by 3.2 percent in fiscal year 2020/21, when the impact of COVID-19 will largely materialise.

“Stringent measures to restrict the spread of the virus, which heavily curtail short-term activity, will contribute to the contraction,” it said in the Global Economic Prospect report.

International rating agencies like Moody’s Investors Service, Fitch Rating and S&P Global Ratings have all predicted a 4-5 percent contraction in India’s economic growth rate during April 2020 to March 2021 fiscal. Crisil has said this would be the country’s fourth recession since Independence, first since liberalisation, and perhaps the worst to date.

The World Bank said spillovers from the weaker global growth and balance sheet stress in the financial sector will also weigh on activity, despite some support from the fiscal stimulus and continued monetary policy easing.

According to the report, the central bank has been purchasing government bonds to further ease the financial conditions. The Indian government has also increased its spending on healthcare to bolster the COVID-19 response, wage support, in-kind and cash transfers to lower-income households, deferral of tax payments, as well as loan and liquidity support for small businesses and financial institutions.

The growth rate of the Indian economy in fiscal 2017 was seven percent, which dropped to 6.1 percent in fiscal 2018 and to 4.2 percent in fiscal 2020, it said.

The real impact of the COVID-19 and lockdown would be felt in the current fiscal (2020-21) beginning April, the bank said as it forecast a negative growth rate of 3.2 percent.

The World Bank revised its January projection on India by a massive negative nine per cent for the year 2020 and minus three per cent for the year 2021.

The contraction in the Indian economy will have a spillover impact in South Asia, according to the bank’s projections.

Growth in the region is projected to register a contraction of -2.7 per cent in 2020 and is marked by high uncertainty, the report said.

Across the region, the pandemic mitigation measures will severely hinder consumption and services activity, while high uncertainty about the pandemic will constrain private investment.

The sheer depth of global contractionary activity in the current environment will also weigh substantially on South Asian regional activity, despite relatively more modest trade linkages with the advanced economies than other EMDE (Emerging Market and Developing Economies) regions.

Despite the relatively low number of reported cases per capita, COVID-19 infections are still rising in several economies in the region. As a result, the outlook is highly uncertain and subject to large downside risks, the bank said.

Pakistan and Afghanistan are both projected to experience contractions in 2020. The mitigation measures imposed in these countries are expected to weigh heavily on private consumption, contributing to output contractions of -2.6 percent and -5.5 percent respectively, it said, adding that key labor-intensive export sectors like textiles are expected to contract sharply and subsequently recover slowly.

Bangladesh and Nepal are projected to experience substantial decelerations in fiscal year 2019/20. In Bangladesh, growth is expected to slow to 1.6 percent, as the recovery in industrial production is reversed by COVID-19-related disruptions such as mitigation measures and global exports plunge, and as remittances fall.

In Nepal, growth is projected to decline to 1.8 percent largely due to the same factors, in addition to a drop in tourism (more than one-third of which are from China and India).

A sharp decline in tourism is also expected to weigh on activity in Bhutan and Sri Lanka, and even more so in the Maldives, it added.

India is the fifth worst-hit nation by the COVID-19 pandemic after the US, Brazil, Russia and the UK, according to Johns Hopkins University data.

The number of active novel coronavirus cases in India stands at 1,25,381 while 1,24,094 people have recovered and one patient has migrated. The contagion has so far killed 7,135 people in the country.

The Indian government announced a nationwide lockdown in March to contain the spread of the coronavirus and extended it in phases.

From 8 June, the government has announced a calibrated exit strategy under which more economic activities will be allowed across the country. It is the first of the three-phase plan for reopening of prohibited activities in non-containment zones with a stringent set of Standard Operating Procedures which will be in place till 30 June.

George Floyd’s family sues city of Minneapolis, four police officers accused of his murder

The family’s lawyer said the lawsuit seeks to set a precedent ‘that makes it financially prohibitive for police to wrongfully kill marginalised people in the future’

Minneapolis: George Floyd’s family filed a lawsuit Wednesday against the city of Minneapolis and the four police officers charged in his death, alleging the officers violated Floyd’s rights when they restrained him and that the city allowed a culture of excessive force, racism and impunity to flourish in its police force.

The civil rights lawsuit, filed in US District Court in Minnesota, was announced by attorney Ben Crump and other lawyers representing Floyd’s family members.

“This complaint shows what we have said all along, that Floyd died because the weight of the entire Minneapolis Police Department was on his neck,” Crump said in a statement.

“The City of Minneapolis has a history of policies, procedures and deliberate indifference that violates the rights of arrestees, particularly Black men, and highlights the need for officer training and discipline.”

Crump said the lawsuit seeks to set a precedent “that makes it financially prohibitive for police to wrongfully kill marginalised people — especially Black people — in the future”.

A message seeking comment from the city attorney’s office was not immediately returned.

Floyd, a Black man who was handcuffed, died 25 May after Derek Chauvin, a white police officer, pressed his knee against Floyd’s neck for nearly eight minutes as Floyd said he couldn’t breathe. Chauvin is charged with second-degree murder, third-degree murder and manslaughter. Three other officers at the scene — Tou Thao, Thomas Lane and J Kueng — are charged with aiding and abetting both second-degree murder and manslaughter.

All four officers were fired the day after Floyd’s death, which set off protests that spread around the world and turned into a national reckoning on race in America.

Floyd’s death also sparked calls to abolish the Minneapolis Police Department and replace it with a new public safety department. A majority of City Council members support the move, saying the department has a long history and culture of brutality that has resisted change. A public hearing was planned later Wednesday on the proposal, which requires a change in the city’s charter that could go to voters in November.

The lawsuit comes on the same day that a court allowed public viewing by appointment of video from the body cameras of Lane and Kueng. A coalition of news organisations and attorneys for Lane and Kueng have been advocating to make the videos public, saying they would provide a more complete picture of what happened when Floyd was taken into custody. The judge hasn’t said why he’s not allowing the video to be disseminated more widely.

According to documents in state probate court, Floyd is survived by 11 known heirs, including five children and six siblings. They live in Texas, North Carolina, Florida and New York. All but one of Floyd’s children are adults. He has no living parents or grandparents. Kaarin Nelson Schaffer, named last week as the trustee for Floyd’s family, is the plaintiff in the federal lawsuit.

The lawsuit seeks compensatory and special damages in an amount to be determined by a jury. The complaint also asks for a receiver to be appointed to ensure that the city properly trains and supervises its police officers in the future.

The families of victims of other high-profile police shootings have received high payouts in Minnesota. Last year, Minneapolis agreed to pay $20 million to the family of Justine Ruszczyk Damond, an unarmed woman who was shot by an officer after she called 911 to report hearing a possible crime happening behind her home. The settlement came three days after the officer, Mohamed Noor, was convicted of murdering her and is believed to be the largest payout ever stemming from police violence in Minnesota.

At the time, Mayor Jacob Frey cited Noor’s unprecedented conviction and his failure to identify a threat before he used deadly force as reasons for the large settlement.

The mother of Philando Castile, a black motorist killed by an officer in 2016, reached a nearly $3 million settlement with the suburb of St. Anthony, which employed the officer. The officer, Jeronimo Yanez, was acquitted of manslaughter and other charges.
